An OTA, short for operational transconductance amplifier, is an amplifier chip whose gain can be set by a control current. It is similar to an op-amp, but the control input lets it work as a voltage controlled amplifier or filter element.
Common examples include the LM13700 and the older CA3080. Many analog filters and VCAs are built around them.
