The carrier is the signal that is changed by modulation in techniques such as frequency modulation, ring modulation, and amplitude modulation. The signal that does the changing is the modulator.
In FM, the carrier is the oscillator you hear, and its pitch is what the modulator moves. The relationship between the carrier and modulator frequencies decides the character of the result.
