Phase modulation (PM) uses one signal to push the phase of an oscillator forward and back. It gives results very close to frequency modulation, and it is how most digital FM synths, including the Yamaha DX7, actually work.
PM keeps tuning stable and sidebands predictable, so it is easy to control. Because changing phase is closely related to changing frequency, the two techniques are often discussed together.
