A flanger is an effect that mixes a signal with a copy delayed by a few milliseconds, with an LFO changing the delay time. The result is a comb filter whose evenly spaced notches sweep through the sound.
Feedback makes the effect more pronounced and metallic. Negative feedback gives a hollower, more resonant tone.
